Before the start of the Pacific War, the U.S. Navy fleet, which had overwhelming troops, was to gradually reduce its troops with submarines and aircraft, and finally bring the fleet to the decisive battle in the waters near Japan to decide the game at once. With the successful deployment of the epoch-making Type 93 oxygen torpedo ahead of other countries, a ship type called the heavy lightning torpedo was born, with the idea of giving a big blow to the enemy fleet before the start of the bombardment. The light cruiser Kuma-class Oi and Kitakami were selected and underwent a major refurbishment, making each of them a battleship with unparalleled power, with 40 launch tubes and 40 torpedoes each. Both ships were assigned to the unit in November 1941, just before the start of the war, but the leading role in naval battle had already moved from battleships to aircraft, and there was no opportunity to show their true value. Later, the Kitakami was operated as a high-speed transport ship, but on July 24, 1945, she became inoperable due to an air raid on Kure Port, and the war ended.
